Watershed plans, stormwater models, and other studies help the region identify the most effective stormwater solutions, and coordination of these tools can help address problems across jurisdictional boundaries. Each flood zone describes the flood risk for a particular area, and those flood … Many of our existing streets experience flooding due to development patterns in the surrounding area, particularly in communities developed prior to modern stormwater management standards. Dedicated revenue streams, such as stormwater utility fees, can support maintenance and expansion of gray and green infrastructure based on a long-term vision. This will allow the region to build a more distributed stormwater management system with greater resilience to disruptions or constraints. Maps revised between preliminary and pending phases are not posted. In fact, the Kinzie Street river crossing was clearly delineated on the city maps: the typical tunnel ran down the center of the old streets. Exposure to flooding risks appears to be greater in populations and communities already facing socioeconomic, demographic, and health challenges and barriers.
These areas may have been developed more recently and are therefore built with modern stormwater and flooding design practices.
Construct and maintain projects that can sufficiently manage current and future storm events that impact transportation systems. Collect flooding data and communicate risk and possible solutions to residents and businesses, with particular attention to residents who may be more vulnerable to the impacts of flooding. This map identifies those areas that are more susceptible to flooding and helps prioritize investments. Federal resources that historically funded infrastructure improvements may be insufficient as increased sea levels, storm surges, and flooding across the country strain disaster assistance resources. Flooded streets reduce mobility and increase maintenance costs for repair and reconstruction. From hazard mitigation plans to development ordinance updates, many locally implemented best practices could be used broadly throughout the region and can help achieve multiple community benefits, such as increased green space, lower flood insurance premiums, and higher property values. The forecast can be found here. Local governments also need to address flooding vulnerability of their streets and update capital improvement plans and corresponding design standards. Counties in green have become effective. The high category of the urban flood susceptibility index identifies locations that are more susceptible to urban flooding than other portions of the region. Counties in blue have pending maps. Convene county stormwater agencies and other partners to exchange information about regulatory updates that improve stormwater management. Just remember: 'If you're cold, they're cold'. Some neighborhoods experience flooding after less than two inches of rain -- small storms that, over time, result in significant harm to property and quality of life. Instead, they follow state design guidelines, which can limit the ability to implement green infrastructure and other innovative solutions or tailor design to local context and needs. It also has NFIP community information, map panel information, cross section and hydraulic structure information, and base map information like road, stream, and public land survey data. Chicago Metropolitan Agency for Planning, 2018. Hurricane Zeta could hit Louisiana by Thursday. Continue to develop planning tools to understand and plan for urban flooding risk. While these areas typically have less impervious cover than high scoring locations, some areas may still experience localized flooding. The National Weather Service issued flood and dense fog advisories for much of northern Illinois early Thursday as between 1.5 and 3 inches of rain fell from Wednesday night into Thursday morning, including in the Chicago metro area. While specific locations may not currently flood, streets and buildings within these areas could experience surface ponding, overland flow, and water seepage. There is a six month period, before maps become effective, in which the community updates, revises, and adopts ordinances to comply with the new FEMA maps. Support continued pre-disaster planning efforts, including buyout programs, flood risk assessments, identification and protection of critical facilities, and stormwater planning, and identify opportunities for coordination. In the CMAP region, three out of four people living in economically disconnected and disinvested areas are also living in the areas most susceptible to urban flooding. Areas receiving a mid-range score in the urban index are often served with separate storm sewers and may have been developed with floodplain and stormwater management practices. Buildings and roads in floodplains are at greater risk of flooding and can lead to flooding downstream as the natural function of the floodplain is reduced. Learn more about the index methodology here. Visit the Chicago Tribune at www.chicagotribune.com. To download or view a map, click a county on the map above. Develop a regional pavement flooding reporting system to help plan for flood events. Update development ordinances and reconstruction practices to improve stormwater management and promote green infrastructure techniques in new and reconstructed streets. While flooding is a natural occurrence, continued urbanization and climate change are leading to more flooding. However, some development may still be located in low-lying areas where water is likely to pond, especially if the existing storm sewer network has reached capacity. The DFIRM is designed to provide the user with the ability to determine the flood zone, base flood elevation and the floodway status for a particular location. Support continued efforts to better integrate stormwater management into land use and transportation planning projects.
Recent updates to the Surface Transportation Program (STP) program now incentivize the use of green infrastructure to manage stormwater. Residents and business owners making important investment decisions often lack information about flood risk. The DFIRM Database is a digital version of the FEMA flood insurance rate map that is designed for use with digital mapping and analysis software.
More on flooding and the NWS advisory here. This strategy also appears in the Mobility chapter under the recommendation to Improve resilience of the transportation network to weather events and climate change. These practices are more likely to accommodate stormwater within a development site. Continued advancements are needed to address urban flooding, incorporate current and projected precipitation data, and streamline volume reduction and green infrastructure techniques, among others. The following subsection describes strategies and actions to implement this recommendation. Continue to update stormwater management ordinances and performance standards to reflect best practices, including green infrastructure solutions, and emerging information about climate change and development trends. Capital maintenance, investments, and retrofits, including site-scale green infrastructure, should be prioritized to locations with higher flood susceptibility. When flooding does occur, it does not affect all populations or communities equally. Update floodplain maps to reflect current development conditions as well as current and future precipitation. Chronic flooding damage can make communities less desirable, as does the flood-related deterioration of building facades, streets and sidewalks, and other infrastructure and property. Partners as the state and regional scale can help communities incorporate flood risk and corresponding solutions into land use and transportation plans, capital improvement plans, as well as development ordinances. CMAP’s urban flood susceptibility index identifies priority areas across the region for flooding mitigation activities. Yet many of the region’s infrastructure standards and floodplain maps are based on older precipitation data. FEMA says 0.3% of Chicago properties are at risk of flooding, but First Street says that number should be 12.8%. High scoring locations tend to be older areas of the region that were not only developed without stormwater management systems, but are often served by combined sewers. A range of stormwater management activities should take place in areas of moderate flood susceptibility. Increased stormwater runoff can overwhelm local drainage systems and lead to urban flooding, such as ponding water in streets and yards, basement seepage, and sewer backups. Some municipalities in the region, such as Downers Grove, are leading the way in seeking to protect their existing neighborhoods from urban flooding by recognizing and preserving stormwater flow capacity in areas with local drainage problems. The region can advance stormwater and floodplain management in various ways that include protecting and enhancing the stormwater services currently provided by natural areas and open spaces; avoiding investments in areas where environmental conditions -- from floodplains to low-lying areas -- pose high risk of urban and riverine flooding; and minimizing stormwater runoff volumes through development regulations and design standards. The significant economic, social, infrastructural, and environmental challenges posed by flooding impair communities' efforts to achieve local and regional goals.
