I think Penguin would find himself getting manipulated by Fisk like Dex in DD Season 3 and I say this because while he's been manipulated my Sofia the difference between Sofia and Fisk is that Fisk is partly genuine when he manipulates someone so I think it would be hard for Penguin to see through Fisk's lies especially since Fisk would likely go to great lengths to make Penguin dependent on him emotionally then finally take him out. Ultimately I think part of what would cause Penguin trouble is that Fisk and Tobias even when angry can react in a smart way.
